Contact: Karin Hilding, Engineering & Sustainability Project Manager Phone Number: (406) 863-2450 Email Address: khilding@cityofwhitefish.org ANNOUNCEMENT In accordance with Title 18, Chapter 8 (MCA) and adopted City policy for consultant selection, The City of Whitefish, Montana (City) is seeking proposals from qualified consulting engineering firms to provide consulting services for two separate plans – a Water System Master Plan, and a Sewer System Master Plan. Firms are invited to submit proposals to create either or both plans. The current Water and Sewer Master Plans and other pertinent plans are available at www.cityofwhitefish.org/Bids.aspx.  PROJECT OVERVIEW  Whitefish is a rapidly growing community in northwest Montana with a population of approximately 8,700 people. The town is one of the major recreation centers of western Montana, surrounded by the Whitefish Mountain Ski Resort, Glacier National Park, pristine lakes, and a wide variety of outdoor recreation opportunities.  The City is committed to providing the people of Whitefish with safe, dependable, and affordable water and sewer services now and into the future. To ensure that commitment is met efficiently and effectively, the City is seeking to develop comprehensive programs for each utility that look ahead 20 years to evaluate our water and sewer systems, quantify future demands and source options, identify necessary improvements, and balance needs and costs of providing services to residents and visitors. The plan will also serve as important tool help inform the Growth Policy Update that is currently underway.   WATER SYSTEM MASTER PLAN  The City’s water distribution system is comprised of approximately 72 miles of water main, 1,533 isolation valves, and 750 fire hydrants. Source water flows by gravity from Second and Third Creeks of Haskill Creek and is pumped from Whitefish Lake to the Water Treatment Plant located on Reservoir Road. The water treatment plant uses contact adsorption clarification technology and was upgraded to a capacity of 6 MGD in 2002. Once water leaves the treatment plant it is stored in 3 tanks with a combined capacity of 3 MG. The City is currently in the early design process for an additional water tank on the south side of town and recently updated the system water model.  This Water System Master Plan will provide an updated, comprehensive understanding of the City’s water supplies, water needs, and the water system, giving staff a roadmap to meet future needs, establish priorities, and adopt sustainable financing strategies. The work must integrate multiple elements in formulating the plan recommendations, including consistency with watershed management plans and development of strategies to ensure long term sustainability in the face of growth, climate change, and other challenges. The analysis must include a thorough condition assessment of the system infrastructure, development of a hydraulic models for the entire water system, performing hydraulic evaluations of the water systems, and assessing necessary system improvements. The plan will also provide the foundation for prioritizing Capital Improvement Program (CIP) projects and identifying a sustainable financial program. Thoughtful, proactive investment in infrastructure and maintenance of the water will supports the City’s ability to better control rates over the long run and continue to maintain the City’s commitment providing safe, dependable, and affordable water to all of its customers, now and into the future. SEWER SYSTEM MASTER PLAN  The City’s sanitary sewer system consists of approximately 60 miles of gravity main, 15 miles of force main, 1,450 manholes, and 13 lift stations. Sanitary sewer waste is treated at a mechanical wastewater treatment plant which was completed in 2022. The plant is a Sequencing Batch Reactor utilizing Aerated Granular Sludge Technology. The plant is rated to treat an average flow of 2 MGD and a max daily flow of 6 MGD.   The storm sewer system consists of approximately 26 miles of main, 620 drains & catch basins. The City also maintains several stormwater treatment devices and storage facilities. This Sewer Master Plan is being developed to identify the capital improvement projects and programmatic efforts that will be required to meet the City’s level of service goals and manage projected growth. The plan will provide staff with a document that addresses the City’s sanitary sewer and storm sewer needs and challenges for the next twenty years. The 2007 Master Plan Updates will serve as a resource of historical information and where system information remains unchanged. REQUIRED SERVICES The work to be performed by the consultant shall include, but not be limited to overall project management, system analysis, public involvement, and coordination with the current Growth Policy update that is currently underway. Each plan shall include: a City Council worksession, a minimum of one additional public meeting, meeting, and meetings with City Staff. The draft plan deadline is December of 2024.  FORMAT AND CONTENT OF SUBMITTAL Five (5) copies of the firm’s proposal shall be submitted to the Whitefish Public Works Department, 418 E 2nd Street, PO Box 158, Whitefish, MT 59937, no later than 4:00 P.M. Friday December 1, 2023. Faxed or emailed proposals will not be considered. In order to be responsive, all proposals must follow the format and contain information listed in this section. Unnecessarily elaborate brochures and other presentations beyond those sufficient to present a complete and effective response to the solution are not desired. 1. Cover Letter – Provide a one or two page letter of transmittal introducing your firm.  2. Overview – Provide an abstract of your firm’s submittal summarizing the nature of the proposal and demonstrating your understanding of the project. 3. Key Personnel – Include brief resumes of the staff who will be assigned to the project. Discuss experience and how experience will be applied to this project. 4. Experience – Provide details of up to three (3) prior projects your firm has completed which support the firm’s qualifications for this assignment. (3 pages max) 5. References – Provide names and telephone number of three (3) references who will attest to your firm’s ability to undertake and complete projects similar to this on time and on budget. EVALUATION, SELECTION PROCESS AND CONTRACT NEGOTIATIONS Proposals will be ranked by a Selection Committee and the three highest ranked engineering firms will be invited to present their proposal to the committee. Contract negotiations will begin with the highest ranked firm as soon as possible following the interviews. If the City determines acceptable terms cannot be reached, the City will terminate negotiations and continue with the next highest ranked firm. The City may choose to expand an engineering contract resulting from this selection process to include similar or related work. Each proposal will be ranked according to the following criteria: 20% - Overall quality of the proposal including clarity of the submittal and responsiveness to the Request for Proposal 30% - Qualification of the personnel who would be assigned to the project and the project team’s experience, as a group, with design and construction oversight of municipal Public Works Projects. 30% - Prior experience with similar projects 10% - The firm’s past work for the City of Whitefish 10% - Office location for personnel who would be assigned to the project.
