Full plate for Planning Board Thursday

Whitefish Planning Board has six public hearings on its agenda for Thursday, June 20.

The planning board meets at City Hall at 6 p.m.

- A request by Don Kaltschmidt of Eagle Enterprises LLC for a conditional use permit to add 2,250 square feet to an existing building that is part of Kaltschmidt’s car dealership on U.S. Highway 93. The plan calls for expanding an existing structure to create additional workspace for a body shop.

The expansion of the building will cause the total footprint to be 15,000 square feet or greater, which requires a conditional use permit.

- A request by 519 Skyles Place for a conditional use permit for 54 apartments in two buildings at 519, 523 and 525 Skyles Place. The property is currently developed with an auto repair business, commercial storage business and three residential homes, which will all be removed.

It is zoned high density multifamily residential.

The applicant is proposing 30 units in the north building with 18 studio and 12 one-bedroom units, and 24 units in the south building with 12 one-bedroom and 12 two-bedroom units.

Access to the site is off Skyles Place at the northwest corner of the lot and parking including 86 spaces would be located in the center of the project.

A traffic study submitted to the city indicates the project will generate a total of 395 new weekday trips at full build-out, and that the project would not create any new roadway capacity problems in the area.

The study does recommend the applicant work with the city to develop a plan to implement the left-hand turn lane on Wisconsin Avenue north bound onto Skyles Place. However, Wisconsin Avenue is a state highway and the city does not have the ability to complete projects on it. Thus, the city staff is recommending that the developer pay cash-in-lieu of a left-hand turn lane so the funds can be used at a later time for a project that may occur involving Wisconsin.

The city received on letter identifying concerns with the project in regards to overall increased traffic and traffic congestion, and changing neighborhood character and height of the proposed buildings.

- A request by Louise Fisher for a preliminary plat for a 15-lot subdivision known as Mountain Brook Subdivision at 133 Armory Road. The 7.46-acre property is currently undeveloped and zoned one-family limited residential.

The lots are planned to have frontage along a new publicly maintained road connecting to Armory Road at the north and south ends. The applicant is requesting a variance to only install sidewalks on one side of the street.

The developer is requesting to pay cash-in-lieu of parkland dedication instead of creating a park.

Four letters were sent to city expressing concerns for the project including that it would increase traffic on Armory Road, increase impervious surfaces that could impact existing drainage and potential for high groundwater, and proposed tree removal and loss of wildlife habitat.

- A request by Will MacDonald on behalf of Quarry Joint Venture for a zone change for three lots to WB-1. One property has a vacant car wash and coffee stand and the other two are vacant along Wisconsin Avenue.

The current zoning on the lots is split-zoned at low density resort residential and limited business district, which according to planning staff, makes the three lots undevelopable due to the zoning code.

- A request by Heidi Schley-Jacobson for a conditional use permit to construct an accessory apartment at 1660 W. Lakeshore Drive.

- A request by the city to rezone a 1-acre parcel annexed into the city limits from SAG-10 to county residential. The property is located at 350 Armory Road.
