Planning Board holds public hearings Thursday

The Whitefish Planning Board will hold four public hearings at its meeting on Thursday, Nov. 15.

The meeting begins at 6 p.m. at City Hall.

- A request by Steve Sutherland and Christine Coughlin for a conditional use permit to construct a guest house in a residential zone on Haugen Heights. Planning staff is recommending approval of the request.

- A request by Joy Keuylian to develop a three-lot subdivision off Armory Road on 7.5 acres. Each lot will be 2.5 acres in size with driveways along Amory Road. The site has one single-family residence currently under construction, which will remain on one of the proposed lots, the other two lots are vacant. Planning staff is recommending approval of the request.

- Bill Goldberg is requesting a conditional use permit to develop a mixed-use building with ground level retail at 334 Central Avenue, which currently houses the former Lakestream Fly Shop building set to be removed. The new building is proposed to have a footprint of 8,205 square feet, and includes 14 dwelling units. It will include three stories with ground floor retail and a basement parking garage for 20 parking spaces.

The first floor plan shows two residential units on the ground floor accessing through the alley, but that is not allowed in the WB-3 Old Town Central District under city code to encourage active commercial spaces at street level. Planning staff has recommended approval with a condition that the ground floor contain no residential units.

- A request by Will MacDonald, of Kota Enterprises, for a planned unit development to develop 234 apartments in seven buildings on 11.8 acres on the former North Valley Hospital site. The buildings are expected to have a range of 32 to 34 units per building and the gross density of the project is 19 units per acres in the project called Riverbank Residences.

A density bonus is requested, requiring that 20 percent — or 47 — of the units be deed restricted for affordable housing. The developer is looking to create affordable units targeted for residents with 60 to 100 percent of area median income.

Access to the site is proposed by extending Columbia Avenue south from the intersection of East 13th Street, and also by extending 15th Street from Highway 93 into the site.

Open spaces are planned throughout the development with a large open space area along the Whitefish River and a paved pathway along the river.

Planning staff is recommending approval.
