Hawaii’s answer to graffiti was that no one under the age of 18 can purchase spray paint.

Where I live, we had a big-time problem. It was stopped by police surveillance and Crimestoppers.

Those apprehended will have to clean off the graffiti then repaint at their expense with a 2-inch brush.

Publish their names and advertise when they are going to do the work so the public can see who they are.

Of course the parents and some lawyer will say it is cruel and unjust punishment.
