Should taxes pay for mailer?

The mailman delivered us a flyer obviously in opposition to a position being considered by the Whitefish City Council. I'm presuming that Tim Grattan paid for such mailing.

Then, of course, we have received another mailing. This time from the Whitefish City Council who, collectively, takes issue with Mr. Grattan.

This mailing would appear to be at taxpayers' expense. Is "free" advertising a perquisite of office, or only during the "funny" season, and/or only when it's one of those nasty developers or Iron Horse owners on the other side?

They're not the ones who pay the bulk of the property taxes and make the most significant contributions to our non-profit amenities are they?
