No. 2504 CITY OF WHITEFISH NOTICE OF PUBLIC HEARING ON BUDGET AND PROPERTY TAXES AND ASSESSMENTS The Whitefish City Council has completed the City's preliminary budget for fiscal year 2020, its proposed final budget for fiscal year 2020, the appropriations, tax levy and assessments, and budget amendments for fiscal year 2019, which have been placed on file and are open to inspection in the City Clerk's office located at 418 E. 2nd Street. At the regular meeting of the Whitefish City Council to be held on Monday, August 19, 2019, at 7:10 p.m. in the Whitefish City Council Chambers, 418 E. 2nd Street, the City Council will hold a public hearing for the purposes of receiving public input and approving a final budget, making appropriations, fixing the tax levy and assessments, and approving budget amendments for fiscal year 2019 for the following: *amendments to the annual budget for fiscal year 2019; *approve a final budget for fiscal year 2020; *levy and assess property taxes, including the Permissive Medical Levy; *levy and assess Street Maintenance District No. 1 within the City; *levy and assess Special Improvement Lighting Districts No. 1 and No. 4 within the City; *levy and assess Parkland and Greenway Maintenance District No. 1 within the City; *levy and assess Stormwater Improvement and Maintenance District No. 1 within the City; *levy and assess Special Improvement District No. 166 (JP Road); *levy and assess Special Improvement District No. 167 (Downtown Parking Structure); and *levy and assess for weed control, collection of utility service charges, and/or removal of snow, ice and other impediments. The City of Whitefish intends to budget an increase in revenue from property taxation by 6.58% or $200,890, because of the anticipated increase in taxable value from new property and the reappraisal of current taxable property. Total mills levied are proposed to decrease by 1.582 mills. The City of Whitefish also intends to increase various maintenance assessments. All concerned persons are invited to attend the public hearing on all of the above matters as described above. A decision on approving the budget, taxes, assessments, and fiscal year 2019 budget amendments will be made after considering comments at this public hearing. No. 2506 INVITATION TO BID MONEGAN ROAD IMPROVEMENTS PROJECT Sealed Bids will be received by the City of Whitefish until 10:00 AM, local time, Monday, August 26th, 2019, for construction of the MONEGAN ROAD IMPROVEMENTS PROJECT. All received Bids will be publicly opened and read aloud at Whitefish City Hall, 418 E Second St, Whitefish, Montana, 59937. The project generally consists of street improvements to Monegan Road and Voerman Road in Whitefish. No. 2505 PUBLIC NOTICE WMR FY20-048 The Department of Environmental Quality (DEQ) is accepting public comments specific to new underground storage tanks to be installed near Columbia Falls, Montana at the proposed Smiths #168 Fuel Center. This is only a summary of the proposed project. The entire Environmental Assessment (EA) can be viewed at . DEQ has prepared the following Environmental Assessment (EA) as required by the Montana Environmental Policy Act (sections ARM 17.4.607(2) and ARM 17.4.609(2)). This project involves installing one 20,000-gallon single-compartment Xerxes Fiberglass Reinforced Plastic (FRP) double-walled Underground Storage Tank (UST) containing Regular Unleaded Gasoline, and one 18,000 dual-compartment Xerxes FRP double-walled UST containing Diesel (10,000-gallon compartment) and Premium Gasoline (8,000-gallon compartment). All of the UST systems will utilize secondarily contained OPW FlexWorks double-walled flex piping which will be installed inside a 4-inch flexible chase. The proposed project will add three (3) new UST systems to the newly developed Smiths #168 Fuel Center, located at 150 Halfmoon Road, Columbia Falls, MT 59912. Specific installation plans include the following materials and monitoring systems: Tank(s): This project involves installing the following three (3) tanks: 20,000-gallon regular unleaded, 10,000-gallon diesel, and 8,000-gallon Premium gasoline. All three tanks will be Xerxes Fiberglass Reinforced Plastic (FRP) double-walled UST systems. Each tank will be utilized by Smith's Food & Drug as a petroleum re-fueling site and small kiosk convenience store. Piping: All product piping associated with this project will be OPW Retail Fueling secondary contained double-walled FlexWorks flexible piping installed inside a 4-inch chase pipe. Approximately 1,280 feet of double-walled OPW Retail Fueling FlexWorks piping will be utilized for this project. Sumps: BRAVO systems model BR-B427X33-38T-22B-PP-SL fiberglass tank-top sumps will be installed around each tank's submersible turbine pump. OPW Retail Fueling FlexWorks Polyethylene Dispenser Pan under-dispenser containment sumps will be installed under each dispenser. Each tank and piping system will be continuously monitored. Monitoring will be accomplished via internal tank probes, interstitial tank sensors, as well as continuous sensor monitoring in all containment sumps and electronic line leak detection with programmed 0.2 gph shutdown rate for each of the piping runs. A Franklin Fueling Systems TS-550 EVO automatic tank gauge (ATG) will continuously monitor all operational parameters. DEQ prepares EAs to inform interested government agencies, public groups, or individuals of a proposed action and to determine whether the action may have a significant effect on human health or the natural environment. After a ten-day public comment period, DEQ will decide what action to take regarding this proposed project.
