No. 2476 WHITEFISH PLANNING BOARD NOTICE OF PUBLIC HEARING The regular meeting of the Whitefish Planning Board will be held on Thursday, April 18, 2019 at 6:00 pm in the Whitefish City Council Chambers at 418 E Second Street. During the meeting, the Board will hold a public hearing on the items listed below. Upon receipt of the recommendation from the Planning Board, the Whitefish City Council will hold a subsequent public hearing for items 1-4 on May 6, 2019 and items 5-7 on May 20, 2019. City Council meetings start at 7:10 pm at 418 E Second Street in the Whitefish City Council Chambers on the second floor. A request by IO2.5, LLC for a preliminary plat and conditional use permit for a 10-lot (5 townhouses) subdivision. The property is currently undeveloped and is zoned WR-4/WPUD (High-Density Multi-Family Residential with a Planned Unit Development overlay). The property is located at 2041 River Lakes Parkway and can be legally described as Lot 3, Riverside Senior Living Center in S8, T30N, R22W, P.M.M., Flathead County. (WPP 19-03/WCUP 19-03) Compton-Ring A request by Sage Partners LLC for a preliminary plat for a 6-lot subdivision. The subject property is currently undeveloped and is split zoned WR-3 (Low Density Multi-Family Residential District) and WR-2 (Two-Family Residential District). (WCUP 19-04) Taylor A request by the City of Whitefish for a variety of housekeeping amendments in to the following sections of Title 11, Zoning, in order to fix errors and inconsistencies as well as remove a loophole involving guest quarters, implement the Downtown Master Plan by extending ground floor use restriction to 4th Street on Central Avenue, and implement the Wisconsin Corridor Plan by banning formula retail and restaurants in the WB-1 and creating a larger building setback along Wisconsin Avenue in multiple zones for future highway expansion: 11-2A WA Agricultural District, 11-2B WCR Country Residential District, 11-2C WSR Suburban Residential District, 11-2D WER Estate Residential District, 11-2E WLR One-Family Limited Residential District, 11-2F WR-1 One-Family Residential District, 11-2G WR-2 Two-Family Residential District, 11-2H WR-3 Low-Density Multi-Family Residential District, 11-2I WR-4 High-Density Multi-Family Residential District, 11-2J WB-1 Limited Business District, 11-2L WB-3 General Business District, 11-2N WRR-1 Low Density Resort Residential District, 11-2O WRR-2 Medium Density Resort Residential District, 11-2P WRB-1 Limited Resort Business District, 11-2Q WRB-2 General Resort Business District, 11-2W WT-3 Neighborhood Mixed Use Transitional District, 11-3-12(A) Guesthouses and 11-9-2 Definitions. (WZTA 19-04) Minnich A request by the City of Whitefish for a Zoning Text Amendment to implement the Strategic Housing Plan by implementing the Whitefish Legacy Homes Program, Amending Title 11, Zoning, to add a new Chapter 11-7, Legacy Homes Program. (WZTA 19-01) Taylor (Continued from 3/21/19, public hearing closed) A request by the City of Whitefish to amend the following sections of the zoning regulations to implement the Legacy Homes Program: 11-2-3, Use Regulations; the permitted and conditional uses in the following zoning districts: 11-2H, WR-3 (Low Density Multi-family Residential District), 11-2I, WR-4 (High Density Multi-family Residential District), 11-2J, WB-1 (Limited Business District), 11-2K, WB-2 (Secondary Business District), 11-2L, WB-3 (General Business District), 11-2N, WRR-1 (Low Density Resort Residential District), 11-2O, WRR-2 (Medium Density Resort Residential District), 11-2P, WRB-1 (Limited Resort Business District), and 11-2Q, WRB-2 (General Resort Business District); and to also amend 11-2S, WPUD (Planned Unit Development); 11-2W, WT-3 (Neighborhood Mixed-Use Transitional); 11-6-2A, (Off Street Parking and Loading); 11-7-7A, (Administration and Enforcement); and 11-9-2, (Definitions). Also, the following sections of the subdivision regulations are proposed to be amended to implement the Legacy Homes Program: 12-2-5, Variances; 12-4-21, Affordable Housing; and 12-8-1, Definitions. (WZTA 19-02) Taylor (Continued from 3/21/19) A request by the City of Whitefish for a Zoning Text Amendment as a companion to the Zoning for Affordability aspect of the Legacy Homes Program to Amending Title 11, Zoning, to add new Chapter 42 entitled Multi-family Development Standards, and new Chapter 43 entitled Mixed-Use Development Standards under 11-3, Special Provisions.
